National Circular Economy Roadmap (2021–2040): Resource Efficiency and Waste-to-Value Transformation

Malaysia’s National Circular Economy Roadmap (2021–2040) is a strategic framework designed to lead a nationwide transition from a linear economic model (“produce, consume, dispose”) toward a circular economy that promotes resource efficiency and sustainable waste management.

Main Objective:

To build a more efficient and sustainable economy by optimizing resource use, minimizing waste, and increasing recycling, contributing to both economic growth and environmental protection.

Key Pillars of the Roadmap:

1. Resource Efficiency:

Reduce reliance on virgin materials by promoting reuse, repair, and remanufacturing.

Encourage eco-design to extend product life cycles.

2. Waste-to-Value:

Develop advanced infrastructure for waste sorting, recycling, composting, and waste-to-energy solutions.

Stimulate investment in technologies that convert waste into usable materials or energy.

3. Market Incentives:

Implement Extended Producer Responsibility (EPR) schemes.

Provide incentives for circular products and green businesses.

4. Institutional and Regulatory Support:

Introduce legislation to promote circularity in key sectors such as manufacturing, packaging, and electronics.

Integrate circular principles into national economic planning.

5. Awareness and Public Engagement:

Launch public awareness campaigns.

Involve educational institutions and civil society in supporting the transition.

6. Regional and International Cooperation:

Exchange knowledge and experiences with leading circular economy countries.

Build partnerships aligned with the Sustainable Development Goals (SDGs).

Expected Outcomes by 2040:
